With the annual Guy Fawkes approaching on 5 November, the City of Cape Town has cautioned the public to comply with the municipal by-laws controlling the discharge of display fireworks in public.

"Prior permission for the discharge of display fireworks in public is required from the police's Chief Inspector of Explosives as well as from the City of Cape Town," said the City's Chief of Law Enforcement and Security Services, Richard Bosman on Thursday.

"By-laws are in place to prohibit the discharge of fireworks in the presence of animals and to limit any inconvenience to people."

A maximum fine for members of the public found to be in breach of any of the by-laws is R600 or 12 months imprisonment.

"The city appeals to residents to keep pets indoors after dark and to keep windows closed and curtains drawn to lessen the acute discomfort which animals can suffer when fireworks are discharged.

"A dog's hearing is eight or nine times more sensitive than that of a human," explained Mr Bosman.

Acting Head of Disaster Risk Management Centre, Wilfred Solomons-Johannes said the city will next week announce the official designated areas and times throughout the metropole where fireworks can be discharged.

In the case of an emergency the public can contact the city's Public Emergency Communication Centre on 107 (or 021 480 7700 from a cellphone) or the SAPS Emergency Control Centre on 10111.

Incidents of illegal discharge of fireworks can be reported to the Metro Police on 0860 POLICE (0860 765 423). - BuaNews
