The City of Cape Town has exceeded its performance targets for building plan approvals and land use applications for the past two years.
The target for plan approvals was to achieve 95% within the statutory period of 30 to 60 days. In the case of land use applications it was to achieve 72% approval within four or seven months, depending on whether there were objections.
Cape Town’s Mayoral Committee Member for Planning and Environment, Cllr Marian Nieuwoudt, says the value of approved building plans was R13,9 billion for 2006 and R15 billion for 2007.
“We have exceeded the set target despite the fact that the City has lost a large contingent of professional and technical staff over the past five years.
“There are various reasons for the loss, but we have now achieved stability and will further enhance our service delivery by means of the new decentralised model whereby building plans and land use approvals are to be handled by eight dedicated offices across the Cape metropole,” she says. These offices will be staffed with an integrated, multi-professional team.
The finalisation rates for building plans over the past two years were 112,9% for 2006 and 102,1% for the following year. The finalisation rate for land use approvals were 90,6% and 85,3% respectively for the two years.
“Fifty percent of our critical vacancies were filled this past January, and the rest will be filled by the end of March. The additional capacity will certainly further improve our service delivery to our customers.
